What happened
Almost 10,000 federal public servants have been told in the past week that their jobs may be cut, according to the unions representing them, as reported by Talent Canada. The notices are called workforce adjustment notices. They warn that a position may be affected. It is not clear how many of the people who received one will end up laid off.
The Public Service Alliance of Canada said more than 5,000 of its members got notices, including 1,172 at Global Affairs Canada, 775 at Transport Canada, 598 at Innovation, Science and Economic Development Canada and 895 at Health Canada. The Canadian Association of Professional Employees put its figure at roughly 2,550, and the Professional Institute of the Public Service of Canada at more than 2,700.
The notices follow Ottawa's expenditure review, which aims to cut about $60 billion in program and administration spending over five years. The government plans to reduce public service jobs by about 40,000 from a 2023-24 peak of 368,000, using workforce adjustments and attrition. It has also written to almost 68,000 public servants about a one-year early retirement program, which the budget says could start as soon as this month.
Why it matters if you are hiring
Not everyone who got a notice will leave. But some will, and others will start looking now rather than wait. Expect more resumes from people with policy, program management, project delivery, data, science, regulatory and finance backgrounds, especially in the Ottawa-Gatineau region.
The early retirement offer adds a second group: experienced, senior people who may want contract or part-time work rather than full retirement.
Public sector experience does not always read the way private employers expect. Titles and job classifications differ. A program analyst may have run budgets, vendor contracts and compliance reporting. A scientist may have managed field operations and safety rules. Hiring managers who screen only for matching titles will miss people.
Competition matters too. Strong candidates will get several approaches quickly, and a slow process will lose them.
One thing to do this week
Pick one open role in compliance, project management, analytics, finance or regulatory work, and rewrite the screening criteria around skills and outcomes instead of job titles. Then name a person who will review public sector resumes and reply within 3 business days.
Traverse has placed operations, contract, finance and data professionals with employers across Canada since 1997, and we help employers read experience from the public sector and match it to the roles that need it.
